Prince Hall Village Neighborhood Review

I had called Prince Hall Village Apartments in Port Arthur, TX in like August of 2014 asking to mail me an apartment application. They mailed me one. I filled it out & mailed it back. In like September or October of 2014, my mother had called asking about the status of my application & asking them did they receive it. The woman who had answered the phone had asked Mom why do I want an apartment out there. Why can’t I get one in Mississippi? She also stated that they serve Texas residents first. That was very rude of her. I should not need an explanation of why I needed to move there. I did not get one around here because I wanted to move out there. | In December 2014, she told me that she will have me one ready in three months. I did not have one become available until August 2015. She called & told me that she have one available. She told me how much my deposit $ would be, how much my rent would be; etc. After I had sent her my rent $ & proof of income, I had called a week later asking did she receive it. She told me yes. She asked when do I plan to move. I told her that I plan to move on September 1, 2015. She angrily had told me that I cannot do that because I have to come out there & sign my lease form, get my light bill turned on; etc. That is understandable. However, she needed me to come out there in a week. I was already struggling with the money that I had to move on. I could not afford to come all the way to Texas & then come back & bring back all of my furniture to move on. That was impossible. I thought since I gave her my deposit money then the apartment should have been mines. She could have gave me some time (not a week) to come out there to get everything turned on, to sign forms; etc. I live all the way in Mississippi. That is how all other apartment complexes are. | My mom had called and asking what was the problem, why is it like that; etc. She could not give my mom an explanation. She just shouted & said that is just the way it is. The craziest thing is that in January 2015 she had told me that she will have one available soon (it was the middle of the month). She told me that me and someone else are on the top of the list. She told me if the other female have her deposit money before me she will get the apartment before I do. In August when I told her that I have my deposit $ she asked me do I know anyone out there who can bring her the money. I told her that I have a sister & a friend who lives out there. They were unable to do it due to their car being broke down; etc. I told her that I will give it to her tomorrow. She asked me angrily how was I going to do that. I told her that I will send it in the mail; etc. It seems that she never had any intentions of me moving there in the first place and never wanted me to move there. She is a rude manager.
